Armenia and the United States began a joint military training exercise on Monday (September 11), a U.S. army spokesperson said, at a time of high tension in Armenian relations with neighboring Azerbaijan. Azerbaijan’s operation in Nagorno-Karabakh will end if Armenian separatists “lay down their arms”, president Ilham Aliyev said in a phone call with US Secretary of State Antony Blinken. Mr Aliyev told Mr Blinken “that anti-terrorist measures will be stopped if (Karabakh forces) lay down their arms”, according to a presidency statement released after Tuesday’s call. Azerbaijan’s defence ministry said its forces had taken control of more than 60 military positions during “localised anti-terrorist measures” in the mountainous breakaway region on Tuesday, which separatists said had been rocked by artillery, aircraft and drones. During a meeting in Moscow, Armenian Prime Minister Nikol Pashinyan raised the issue of the Lachin corridor while Azerbaijani President Ilham Aliyev listened to his concerns with a smirk, before Putin closed off the conversation, noting that the topic was sensitive. "We will now have the opportunity, as we agreed, to talk about everything calmly in a businesslike manner in a trilateral format," Putin said before turning to other matters. Deep cracks in a long-running partnership are starting to emerge in the South Caucasus. Armenia recently refused to host drills by the CSTO, a security organisation of former Soviet states. Instead, it invited the US military to hold joint exercises on its soil. The move angered Moscow, which summoned Armenia's ambassador to denounce the drills and other rhetoric it labeled anti-Russian. Earlier this month, Armenia’s prime minister said its a was strategic mistake to depend solely on Russia for its security needs. The 10-day military exercise dubbed 'Eagle Partner' was held outside the capital Yerevan. It follows mounting tensions in Karabakh, a region Armenia and Azerbaijan went to war over back in 2020. Armenia recently accused Russia, which has peacekeepers in the region to enforce a ceasefire, of not helping protect Armenian soldiers. A series of deadly border clashes have broken out this year, fuelling a military buildup from both Baku and Yerevan. A powerful American political figure has condemned what she said were “illegal” border attacks by Azerbaijan on Armenia, using a visit to Russia’s military ally to pledge US support. Speaking in the capital Yerevan on Sunday, US House of Representatives Speaker Nancy Pelosi said her trip had particular importance following the “illegal and deadly attacks by Azerbaijan on Armenian territory” that led to border clashes in which more than 200 people were killed. U.S. Agency for International Development (USAID) chief Samantha Power, in the Armenian capital Yerevan, announced $11.5 million in emergency U.S. aid for Karabakh and called on Azerbaijan "to maintain the ceasefire and take concrete steps to protect the rights of civilians in Nagorno-Karabakh." Power, who earlier handed Armenian Prime Minister Nikol Pashinyan a letter of support from U.S. President Joe Biden, said Azerbaijan's use of force was unacceptable and that Washington was looking at an appropriate response. She called on Azerbaijan's President Ilham Aliyev to live up to his promise to protect ethnic Armenian rights, fully reopen the Lachin corridor that connects the region to Armenia and let in aid deliveries and an international monitoring mission. Aliyev has pledged to guarantee the safety of Karabakh's Armenians but said his iron fist had consigned the idea of the region's independence to history. For more than 30 years, it's been locked in a conflict between Armenia and Azerbaijan. The fight between the two countries began in the early 20th century but became a frozen conflict for 60 years while the whole region was under the control of the Soviet Union. When the Soviet Union fell, newfound independence sparked a brutal six-year war in the region, where Armenia emerged victorious. From 1994 to 2020, Armenia controlled Nagorno-Karabakh, while Azerbaijan rebuilt its military. Fighting erupted again in summer 2020, and Azerbaijan went on the offensive — eventually capturing most of Nagorno-Karabakh and dramatically reshaping the region.
